When I started building a site/portal, I was very confused regarding which webdesigning client to use ?
Then I downloaded a free template from some free template giving site and then edited it.

I used NVU editor, an open source, free to use software.. Its a simple html, wysiwyg editor with CSS and source editing features.
It features extension add-on facility and tab feature like firefox.

Another option you have is Adobe Photoshop. Yes it is the best software, but paid one. The site have the best look when made through photoshop. You can create banners/logo for your site with the same.

There are many more available like CoffeeCup html editor and so on….
